Labour Party Conference: 'Mindset change' needed in Defra to deliver for farming

NFU president Tom Bradshaw warned the Farming Minister that in light of the 拢358 million pound underspend of the farming budget, Defra was a department 鈥榲ery close to failure' if it was not careful
